Round Table Discussion: to Unit the Policy and the Civil Education Practice

How and in what order shall the recommendations for the G8 leaders be formulated? The question was discussed at the round table discussion on the educational policy issues.

The key problems were distributed in the agenda as follows:

• The role of education in forming the civil conscience and civil society

• Education as the instrument of integration and transferring global values to the various social groups

• Citizens’ participation in the education development

• The professional education in the context of the civil society

.The discussion has demonstrated different approaches to the issues but all the participants agreed about the priorities.

The Executive Director of the Institute for Human Rights Valentin Gefter said the main aim of the expert discussions on the nongovernmental level is to attract attention of the Russian and foreign civil societies to the problems of civil democratic culture development. It would give opportunity to elaborate priorities of the educational policy. He suggested to raise the civil society awareness about the role of education for the development of civil institutions, social and intercultural dialogue.

He also stressed the necessity to provide the G8 states with the special standards aimed at the raise of education in solving the problems under discussion.

The – Director of ROOI Perspectiva Dennis Roza has stressed the necessity to liquidate all barriers on the way to the equal education, to eliminate all forms of children discrimination. It is also necessary to provide possibilities for invalids having special educational needs.

Dennis also said, that only inclusive education can guarantee the invalids a full participation in social life. She mentioned that in G8 states the inclusive education is supported legislatively and suggested to use the international cooperation to develop this sphere in Russia.

Academic of the Russian Academy of Education Eduard Dneprov stressed the importance of the special and professional education for Russia and the necessity to fight the social orphanage. He said it was very important to use the foreign pedagogic experience and it was necessary for Russian NGOs to perfect the professional education methods.

The President of the American Councils for International Education Dan F. Davidson draw the participants attention to the factor of mobility for elite group of pupils and supported the idea of strengthening the role of professional association in elaborating the educational standards.

The Executive Director of the Charitable Fund for the Care of the Education Alexander Sedelnikov spoke about the successful work of the tutorial organizations in Russian regions and suggested to strengthen the cooperation between Russian and foreign organizations.

Eduard Dneprov has summarized the several hours discussion and proposed to formulate the recommendations for G8 leaders in more logical order. The preliminary list the NGOs and experts recommendations is as follows:

- The integration and accessibility of Education as humanitarian value

- The civil consciousness forming

- The education standards and quality and its importance for the civil society

- The globalization of education and professional mobility as a factor of progress in the international culture sphere

The consultations of NGOS experts will continue in March.
