The International Forum “Civil G8-2006”. Health working group meeting on the “Infectious disease control”. Short reporting.


The work of this group was coordinated by professor Grigory Komarov. Moderators were changing according to the problem in focus. The aim of the meeting was to discuss and amend the intervening project, which was the result of the experts’ discussion (Moscow, Feb. 16th, conference hall – “Expopolis” center). To help the work of the session the participants elected the craft team, led by professor Anes Zarif’yan (Bishkek, Republic of Kyrgyz). All the amendments were added to the initial version during the working time of the round table. The amended document will be translated into English by doctor Mary Collins (UK). This decision was taken unanimously, because to find the linguistic counterparts in both languages, one needs good knowledge of both language and medicine. In future this document is supposed to be submitted to the G8 leaders.

The agenda set the following question:

- efficiency of the infectious disease control, such as tuberculosis, HIV/AIDS, STD (sexually transmitted diseases), enteric infections, hepatitis, poliomyelitis, malaria, H5N1 virus (“bird’s flu”) etc.

-increase in G8 countries financing infectious disease preventive measures, diagnostics and treatment among population.

- the necessity to provide medical help to the so-called “vulnerable” groups of people:

1) prisoners and those omtergrating back into the society after serving their time.
2) the poor and destitute
3) forced immigrants, re-settlers and refugees.
4) The citizens who have lost their housing and have no necessary subsistence as a result of regional conflicts, catastrophes or natural disasters.
5) the single disabled people
6) homeless, neglected and exposed to violence children.
7) persons suffering drug or alcoholic addiction.

- Lowering of the price for the medications, contributing the infectious disease control.

At the present moment the growing threat of the infectious diseases holds a special place as it does not acknowledge any government borders or difference in the arrangement of public health service. Nonetheless, the efficiency of the infectious disease control depends on the volume of the finance investment into the scientific researches, preventive measures and treatments; on the governments coordinated actions, on the medical service accessibility to all of the social groups. The lack of financing leads to the poorly arranged preventive measures and medical service access for the so-called “vulnerable” groups of people.

The problem of the new H5N1 virus (bird’s flu) efficient control was made into a separate paragraph. Birds’ Flu is an acute infectious disease. According to the World Health Organization, since January 2004, there have been cases of people being infected by the virus, they were registered in Vietnam, Cambodia, Thailand, Indonesia, China, Turkey. The round table participants suggested the scientific research, including the research on birds’ migration. Another suggestion that was advised for the list of recommendations for the G8 Summit concerned “taking the necessary measures to secure constructive interaction on this problem between authorities and civil society structures on the national and world level”.

The major question was considered the one of proving people with an easy access to the medical service. It includes the accessible and of high quality preventive and diagnostic measures as well as medications serving the control of the dangerous infection diseases. It also include rendering medical and social-psychological help, preventive measures programs and etc. All the participants agreed that it concerns mostly the vulnerable social groups.

International medical expert, Pierre Corteret (France), stressed that “it is important to pay attention to the fundamental scientific research on the origin of those diseases and the ways of their control”.

The group of doctors from St. Petersburg believes that “it is necessary to pay attention to the education of the medical personnel, introduce new educational methods into Medical universities, involve students and volunteers into the social help work”.
It was also stressed that there should be a definite organized way of transmitting the final paper to the G8 leaders. The participants of this round table hope that all the recommendations will be included in the G8 Summit agenda list.

The question of NGOs’ role in global questions was also discussed. To promote that to the G8 leaders, the participants made the following suggestion: “Taking into consideration the civil society role, including NGOs participated by the people, infected by the dangerous diseases, in the questions of the public health security, we consider it necessary to provide effective mechanisms of their partnership in the developing and realization of the complex international and national programs, concerning vulnerable social groups. We recommend the G8 find the possibilities for the thorough support and financing of such NGOs”.
