3. Tuberculosis as a global issue

Introduction


Tuberculosis has become a real danger for the Russian citizens’ health. In 1990-1992 the situation about tuberculosis infected people remained stable but in the years to come the number of the infected has enormously increased. In 1992 the tuberculosis morbidity in Russia was 16,5 times higher than in the US. During 10 last years the children morbidity has increased more than 2 times.
In spite of the fact? The we witness a relative stability during 3 last years, Russia still remains the country having a very high morbidity (22nd in the World) and the highest mortality in Europe in terms of tuberculosis infection.
About 50 years ago there was ot any effective remedy against tuberculosis, Nowadays when such remedies exists the mankind faced another serious problem. The non-controlled treatment leads to the problem when the appearing natures demand new long-term treatment with expensive drugs. And this engenders a whole problem not only for the poorest countries but for the rich and developed countries as well.

The tuberculosis in Russia is the main reason for lethal outcome among all infectious diseases and like HIV/AIDS it strikes young able-bodied men. Within the context of HIV/AIDS the tuberculosis leads to the high mortality among the people having HIV/AIDS. If several years ago the tuberculosis and HIV/AIDS were developing separately, today we witness the increasing number of combined HIV/AIDS – tuberculosis cases. In 2004 the statistics marked 7678 such cases.
The practical implementation of the recommendations on the tuberculosis treatment remains a complicated problem in Russia, especially in the distant regions. Among the reasons we can mention the lack of well-qualified doctors and inaccurate execution of the practical recommendations.
To avoid such negative effects, the Russian Government adopted the Federal Target Program “Urgent Measures of Fighting Tuberculosis in 1998-2004”. In 2001 the Program was completed and extended for the period till 2006.
