Modern Terrorism and Human Rights


On the 8th of December, 2005, the 4th Round table discussion “Modern terrorism and human rights” was held at the premises of the Federation of Peace and Accord.

The Round table discussion was organized with the support of the Federation of peace and accord, Information center for human rights, Centre of human rights sociology and the Institute of socio-political studies of Russian Academy of scoence.

The action was dated to the Human Rights Day which is celebrated on the 10th of December at the honor of the Universal Declaration of Human Rights adopted by the UN General Assembly in 1949. One of the main problems discussed was the system of fighting terrorism and the respect of the main human freedoms and rights. The deputy head of the Russian Association for UN support A.Borisov made public the speech of Kofi Annan within the celebration of Human Rights Day. In his speech the UN General Secretary stressed the inadmissibility of using torture in the fight against terrorism. Even the fear of terrorism today can’t justify tortures, inhuman and cruel punishment. Within its efforts to fight terrorism the humanity mustn’t allow the violation of human rights and freedoms.

In his speech A.Borisov stressed the role of the UNO in the fights against international terrorism. To begin with 1960s the UN began its activities within the framework of the program for fighting terrorism. During this period of time the UN has adopted 12 Conventions that represent now a solid legal basis for fighting various demonstrations of terrorism. But today the coordination of international efforts against terrorism face a serious problem: for the moment we still have no conceptual approach to the definition what is international terrorism The fact that decreases enormously the effectiveness of fighting terrorism.

The Round table participants supported the idea of the soonest adoption of the Universal Convention against terrorism which is being prepared in UN.

The participants have stressed that the international efforts in the fight against terrorism are unsatisfactory because they mostly dealt with terrorism symptoms but not with its reasons and sources. They said the terrorism was engendered by the deep social, economic and political crisis that covers today the countries of the Middle East. Terrorism is a strong ideology, the energy of “Arab suburb” turned to the fight against “infidel West”. We have to admit that the West can do nothing about it for the moment and all plans of democratization and modernization of the Middle East still remains on the paper.
The peace culture ideology that was often mentioned in the middle of 1990s within the framework of the UNESCO programs and the international tolerance could raise the fight against to the higher level.

Nowadays the draft of the Universal Convention according the 2005 World summit decision is being prepared in the legal committee of the general Assembly. Kofi Annan has invited all the UN members states for the soonest adoption of this important document.
